A new municipal airport in China required a full set of aviation navigation aids and they were to be provided under a foreign aid package. TATS personnel provided complete services to the airport management for the procurement and installation of the navigation aids. This included writing of specifications, issuance of requests for bids, analysis of bids, supervision of factory testing, supervision of installation teams, assistance during flight testing and extensive training and mentoring of maintenance managers in creating a complete maintenance program.

An important aspect was the interpretation of non-technical management requests into specific technical requirements that could be implemented. The airport is now operating safely and the entire project was completed in under two years.
